Support for Auto Smart Sizing of Pods

Starting with the Smart Scaler Agent version 2.9.13, Auto Smart Sizing of pods in a Kubernetes cluster is supported by enabling it in the ss-agent-values.yaml file. This feature can be used when you want Avesha to apply Smart Sizing to your application namespaces based on recommendations.
