Smart Scaler Agent Configuration Through Helm

The new Smart Scaler Agent version 2.2.0 now comes with a separate helm chart for configuration. This is an an alternative to the existing approach. With helm, you can define application configuration for Smart Scaling recommendations, including the application event infrastructure scaling.
